We are getting close to having our road repaired. The costs have come in at the expected levels, and we anticipate getting the road fixed as soon as late September.
HERE IS WHERE WE ARE NOW:
As you recall, the bond measure and repair plan was approved by over 80% of voters living and voting on Ridgewood. The successful vote was recorded by the Marin County Board of Elections in late March.
In early April, the Department of Public Works reviewed and approved our plan and cost estimate, and issued a request for bids from contractors. Five contractors formally submitted bids, and the lowest, and the one accepted by the County, was from Maggiora and Gillotti for about $187K (the highest was well over $300K).
Adding to the actual construction expenses are costs for a project manager (as required by the County), a project contingency fund, maintenance over the next ten years, and interest on the loan. These costs will be included in your $1,620 annual property tax assessment for each of the next 10 years that the voters approved.
This is all great news because it means that our planning and cost estimations were right on target.
WHAT'S THE PLAN?
● The County Board of Supervisors formally signed off on the $275k loan, which will be issued for ten years at a fixed rate of 4.25% - one point over prime.
This is a much lower rate than the 6.25% rate the County estimated when we voted the first time. Therefore we have incurred substantial cost savings. The first installment of the loan will be included in your November 2021 property tax bill.
● The County estimates that the work will be done in mid to late September 2021. We’ll know more once we speak directly with the contractor and see where we fit into their schedule. We will let everyone know as soon as we do.
● Our project manager, Mike Evans, the engineer who designed the road repair plan initially with us, will oversee the work on our behalf, along with the County – so we will have professional help to make sure that the job gets done correctly.
● The work will probably take a few days, during which time road access will be limited. We will work out a plan with the contractor and make sure that everyone is informed so that we can all plan accordingly. We will be careful to ensure that emergency vehicles can continue to have access to the road and that neighbors with limited mobility can obtain the services they need. We do not foresee this to be a problem, although we may not have complete access to the entire road at all times.
● Several property owners have expressed interest in having the contractor do some personal work on their property, like repave or slurry seal a driveway. Costs for such work might be much lower because the contractor will already have equipment and personnel on the road. Once our planning is further along, we will identify someone at Maggiora Gillotti for interested neighbors to contact if they want to discuss having some private, separate work completed.
Note: any work requested by an individual property owner would be done outside the PRD’s general road repair plan and would be the property owner’s
responsibility. More on this later.

We are working together to fund the needed resurfacing and minor repairs of the road surface, and to create a mechanism for collecting funds for regular maintenance of the road. As homeowners on a private right-of-way, we have a legal responsibility to maintain safe access.
Our plan is to enable the stakeholders to fund the road repair over ten years through a tax assessment; if the community does not adopt this funding scheme, we will seek to coordinate a privately-funded option with voluntary and compulsory contributions from all Ridgewood Avenue property owners.
